The European Union is seeking a dedicated professional to step into the role of Programme Manager – Policy Officer (External Relations). This position is crucial in supporting the Directorate-General for International Partnerships (DG INTPA) in Brussels, Belgium. The primary focus of this role is to advance the EU’s agenda in climate change, sustainable energy, and nuclear safety by ensuring cohesive policy and strategic partnerships.
Under the guidance of a Team Leader, the selected individual will play a pivotal role in shaping and executing key EU strategies like the Global Gateway Strategy and Team Europe Initiatives. Through policy expertise and active stakeholder engagement, the role ensures that EU-funded projects have a significant impact on climate and energy outcomes in partner nations.
Strategic Role with Global Impact
The Programme Manager is instrumental in integrating climate change and sustainable energy considerations across EU cooperation programs. The position empowers EU Delegations and geographic services with essential guidance and knowledge to prioritize climate and energy actions in investments and policy dialogues, aligning with global goals such as the Paris Agreement.
Main Responsibilities
Policy and Strategy Execution
- Implement the Global Gateway Strategy with a focus on sustainable energy and climate initiatives.
- Ensure alignment of Team Europe Initiatives among EU institutions, Member States, and partners.
- Develop and guide policies within the realms of climate change, sustainable energy, and nuclear safety.
Program and Project Leadership
- Oversee programs and projects supported by EU financial tools, focusing on climate and energy.
- Design and manage programs that incorporate climate and energy components.
- Monitor project progress to ensure conformity with EU objectives and standards.
Expert Guidance and Support
- Offer thematic expertise to EU Delegations and program managers.
- Integrate climate and energy aspects into national, regional, and sectoral policies.
- Create and share guidance notes, tools, and best practices.
Quality and Knowledge Sharing
- Support quality assurance for thematic programs and actions.
- Organize and conduct training sessions and workshops.
- Facilitate knowledge dissemination and innovation sharing across services.
Coordination and Stakeholder Engagement
- Promote coordination within the European Commission and with other EU entities.
- Collaborate with international organizations, development banks, and civil society.
- Represent the EU in international events and policy discussions on climate change and sustainable energy.
Collaborative Working Environment
This position operates in a dynamic environment requiring collaboration across various institutional boundaries. The role demands strong coordination skills and cultural sensitivity to effectively engage with diverse stakeholders, translating policy priorities into actionable outcomes at the country level.
