State’s Ambitious Energy Targets
Governor Healey has signed an executive order mandating the development of 10 gigawatts (GW) of energy resources by 2035. This initiative includes a specific target of 5 GW dedicated to energy storage. The plan outlines an ambitious 4 GW of solar energy and 3.5 GW aimed at reducing electric demand through measures like energy efficiency and virtual power plants. Addressing Energy Costs
Massachusetts ranks among the states with the highest electricity prices, comparable to New England and other states like California. According to the U.S. Energy Information Administration, residents are paying an average of 30.88 cents per kilowatt-hour. Governor Healey’s administration believes that the new targets will help mitigate these costs. Rebecca Tepper, Secretary of Energy and Environmental Affairs, stated, “Setting firm targets and laying out a clear energy supply strategy will provide certainty and stability as we work to lower energy bills.”

The executive order directs the Office of Energy and Environmental Affairs to expedite initiatives that support new energy resources and improve existing facilities. It also calls for collaboration with utilities to enhance solar interconnection. Additionally, the Department of Public Utilities is tasked with reviewing gas and oil storage capacities to ensure regional energy reliability, with a focus on the Everett Marine Terminal’s role in meeting energy needs.
Reactions and Criticism
The announcement has received mixed reactions. While business and clean energy leaders applaud the move, political opponents criticize Governor Healey’s policies for escalating energy costs. Republican candidate Mike Kennealy accused Healey of “doubling down on the very policies that created this crisis.” However, the administration maintains its commitment to a comprehensive approach, recently approving a gas supply contract for Eversource.
Support from Clean Energy Advocates
The Acadia Center has expressed strong support for Healey’s executive order. Jamie Dickerson, senior director of climate and clean energy programs at Acadia Center, emphasized that the focus should remain on clean energy initiatives. “Proposals such as developing new natural gas pipeline capacity will only do more to exacerbate the overreliance and overexposure New England ratepayers already face,” Dickerson stated.
