ELWIND has entered a contract with Haskoning for the design phase of the Estonian-Latvian offshore wind project in the Baltic Sea.

Haskoning’s responsibilities include layout optimization, transmission grid studies, and environmental assessments. Empire Engineering, a subconsultant, will design the turbine foundations. This work will span three years, involving an initial technical design (Pre‑FEED), conceptual design, and technical design phases for the ELWIND offshore wind farms in Estonia and Latvia.

The Pre-FEED study will develop a general technical concept, defining the project scope and outlining next steps. It involves a literature review, technical basis update, site condition assessment, and grid connection evaluation, as explained by ELWIND.

The technical design phase will consolidate grid connection prestudy results, environmental impact assessments, site data, and Pre-FEED findings into a single report.

Both Pre‑FEED and technical design phases will establish a data-driven foundation for the Estonian and Latvian offshore wind farms, according to ELWIND.

Haskoning previously worked with ELWIND on a strategic cable and network configuration study for planned offshore wind farm areas.

The ELWIND project aims to develop offshore wind farms in Latvia and Estonia and establish the fourth electricity interconnection between them. The project features 70-140 wind turbines with a capacity of 1-2 GW. The Estonian site is near Sõrve, while the Latvian site is off Kurzeme.
