New York is taking significant strides toward a cleaner energy future with the launch of the Nuclear Reliability Backbone initiative, a move directed by Governor Kathy Hochul. This beginning aligns with her 2026 State of the State address, which called for the development of 4 gigawatts of new nuclear power, supplementing at least 1 gigawatt previously mandated for construction by the New York Power Authority (NYPA) in 2025. The initiative seeks to introduce advanced nuclear power efficiently and economically to support the state’s zero-emission energy supply.

Governor Hochul emphasized the role of advanced nuclear energy, stating, “Advanced nuclear is one of the best available options to provide both relief to consumers and strengthen the resilience of New York’s grid with round-the-clock emission-free energy.” She also reiterated her commitment to an inclusive energy strategy that combines renewables with other energy forms to maintain reliability and cost-effectiveness for consumers.

The State of the State announcement builds upon a prior directive issued in June 2025 to NYPA, which has since initiated a search for qualified nuclear developers and delivery partners. Additionally, NYPA has a $40 million commitment to nuclear workforce training. This initiative has prompted interest from eight Upstate communities aiming to host new nuclear facilities, contributing to a projected 8.4 GW of clean power when combined with the existing 3.4 GW nuclear generation.

Rory M. Christian, Chair of the Public Service Commission, remarked, “A robust fleet of nuclear energy has provided New York with reliable and zero-emission electricity, supporting more than half a century of progress and development across the state.” He noted that expanding nuclear capacity is crucial for meeting the state’s energy goals of affordability and reliability.

NYSERDA President and CEO Doreen M. Harris stated, “Today’s Order advances Governor Hochul’s vision for a Nuclear Backbone and builds on the strong analytical foundation established through the State Energy Plan.” NYSERDA continues to work on mechanisms within the Advanced Nuclear Policy Options Paper to support advanced nuclear technologies as part of the state’s energy future.

Justin E. Driscoll, President and CEO of the New York Power Authority, commented, “Advanced nuclear will provide the reliable, emission-free power New York needs to enhance energy security and stimulate economic growth.” The Commission’s decision marks a step forward in incorporating new nuclear energy resources into the state’s strategy.

The Nuclear Reliability Backbone concept was developed through various strategic studies, underscoring the importance of nuclear power in achieving New York’s energy objectives. It complements ongoing renewable and storage projects, enhancing grid reliability and reducing fossil fuel dependency.

NYSERDA and the Department of Public Service (DPS) are set to release an Advanced Nuclear Policy Options Paper as part of the larger Advanced Nuclear Master Plan. This document will explore policies to support grid-scale nuclear projects, evaluating commercial viability and financial strategies. Furthermore, NYSERDA’s NextGen Nuclear New York initiative aims to bolster nuclear workforce and supply chain development.

Governor Hochul and the Commission are also working to sustain the current nuclear fleet. A Zero Emission Credit (ZEC) program extension was approved through 2049, ensuring financial support for existing nuclear facilities. The ZEC 2.0 Implementation Plan was also ratified, aiding in the execution of this extension.

Stakeholders are invited to submit comments by August 10, 2026, regarding the Nuclear Reliability Backbone Process. The DPS and NYSERDA will organize a public technical conference before October 31, 2026, followed by a white paper detailing policy options and recommendations, informed by public feedback and expert insights.
