Three offshore wind projects in the Philippines have secured grid connection agreements, totaling a planned capacity of 1,650 MW.
The projects include the 450 MW Frontera Bay, 600 MW Guimaras Strait, and 600 MW Guimaras Strait II. They are owned by a consortium comprising Seawind Asia, Stream Invest Holdings, and Triconti ECC Renewables.
The agreements outline the technical specifications and transmission requirements for connecting these projects to the Philippine grid. According to the regulatory framework, securing grid connection is mandatory before participating in renewable energy auctions.
The projects are advancing under the Fifth Green Energy Auction (GEA-5), the Philippines’ first auction round dedicated to offshore wind.
On November 25, 2025, the Department of Energy (DOE) issued the official Notice of Auction and Terms of Reference formally starting GEA-5.
GEA-5 offers 3,300 MW of fixed-bottom offshore wind capacity, with supply delivery between 2028 and 2030. The documents lay out eligibility requirements, bid procedures, and project milestones for developers to qualify and compete in the auction.
In January 2026, DOE issued a supplemental Terms of Reference, providing clarifications on timelines and submission requirements for GEA-5. The document introduced procedural refinements to improve clarity and efficiency, aligning with the Energy Regulatory Commission, National Grid Corporation of the Philippines, and other agencies.
With grid connection agreements secured, the three offshore wind projects are eligible to participate in the GEA-5 auction, subject to fulfilling the auction’s requirements and timelines.
Initially, Triconti Windkraft Group proposed and developed these projects, receiving a contract in 2020 from DOE, granting exclusive rights to study and develop the country’s first offshore wind projects.
In 2023, Liechtenstein-based Sea Wind joined Triconti and Stream Invest through a strategic partnership agreement.
Previously, Iberdrola signed an agreement with Triconti ECC Renewables and Stream Invest Holding to secure an option for five offshore wind projects developed by the consortium, with a capacity of up to 3.5 GW.
Beyond these projects, the consortium is also developing offshore wind farms in Aparri Bay and San Miguel Bay.
