US-Based Company Selected to Develop 2.13 GW Offshore Wind Cluster in South Korea

Pacifico Energy Korea has been appointed as the sole developer for the 2.13 GW Jindo Offshore Wind Integrated Cluster Phase 2 in South Korea, according to the US-based renewable energy company on 20 August. This cluster includes Pacifico’s Manho and Jindo Baram offshore wind projects.

The selection was made following an Implementation Management Agreement involving the two projects, Jeonnam-Gwangju Special Metropolitan City (previously South Jeolla Province), and Jindo County.

The cluster is located off the coast of Jindo County in the Jeonnam-Gwangju Special Metropolitan City area, with the regional government acting as the implementing institution.

Jeonnam-Gwangju Special Metropolitan City completed the cluster’s development plans last year after consulting with government agencies and two Public-Private Councils. In March 2026, South Korea’s Ministry of Climate, Energy and Environment designated the area as an Integrated Cluster.

In June, an evaluation committee was formed to assess developer suitability, examining development capabilities and plans before selecting Pacifico Energy Korea.

The projects are the second and third phases of Pacifico Energy Korea’s 3.2 GW Jindo Offshore Wind Project Cluster.

The first phase, the 420 MW Myeong Ryang Offshore Wind Project, obtained its Electricity Business License in September 2025 and completed a preliminary Environmental Impact Assessment report in March 2026.

The 990 MW Manho and 1.8 GW Jindo Baram Offshore Wind Projects have submitted applications for Electricity Business Licences and are under review.

Pacifico Energy Korea stated that the selection is anticipated to accelerate the Jindo Integrated Cluster Phase 2 development and support renewable power expansion in the region.

The regional government also aims to designate the Honam Semiconductor Cluster, a planned complex in the Jeonnam-Gwangju region. Developers believe the offshore wind cluster could supply renewable electricity to energy-intensive industries, such as future semiconductor manufacturing operations.
