The French government is set to release its third Multiannual Energy Programme (PPE3) on 13 February, outlining the nation’s energy strategy for 2026-2035. This plan includes a revised target for offshore wind, reducing the goal by 3 GW compared to initial plans.
PPE3 adjusts the previous 2035 offshore wind target of 18 GW to 2037, now aiming for 15 GW by 2035. The government states this timeline shift accommodates industrial realities, especially regarding the integration of offshore wind farms into the grid.
New calls for tenders will be launched across all maritime regions, according to the French government.

Beyond 2026-2035, PPE3 sets a path towards France’s goal of carbon neutrality by 2050. The consultation for PPE3 began in 2022, involving parliament members, industry representatives, and local officials. The plan is informed by the parliamentary debates of spring 2025 and prospective scenarios from RTE released in December 2025.
PPE3 guidelines consider recent electricity consumption trends and France’s aim to electrify energy use between 2030-2035, according to the Ministry of Economy, Finance, Industrial, and Digital Sovereignty on 12 February.
The programme aims to boost decarbonized electricity production to 650-693 TWh in 2035, up from 458 TWh in 2023, while reducing fossil fuel consumption to around 330 TWh by 2035, down from 900 TWh in 2023. This shift targets 60% decarbonized energy by 2030 and 70% by 2035.
The plan’s success hinges on massive electrification, with an expected demand of 618 TWh by 2035. A national electrification plan is scheduled for launch in February 2026.
