Germany has declined TotalEnergies’ request to return an offshore wind site in the North Sea, affirming that the concession award remains a binding agreement, as reported by Bloomberg on 17 June.
The decision follows TotalEnergies’ announcement that it could not agree with German authorities on returning the N-11.2 site, where the 1.5 GW NordseeEnergies 2 (NSE2) offshore wind project is underway.
The company began reviewing its German offshore wind portfolio in 2025, citing rising costs, changing market conditions, and delays in grid connection timelines reported by German transmission system operators.
After the review, TotalEnergies engaged in discussions with the German government about possibly returning the NSE2 concession, citing project delays and related uncertainties.
“These discussions have not yet been successful, and to preserve its rights, the company has applied for the NSE2 permit and paid the first 10% installment as per the contract,” TotalEnergies stated on 11 June.
TotalEnergies will seek compensation for the project delays and related uncertainties.
Situated about 120 kilometers northwest of Heligoland in the German North Sea, the 156-square-kilometer NSE2 site was awarded by Germany’s Federal Network Agency in 2024.
Despite seeking to return the NSE2 concession, TotalEnergies maintains its commitment to other German offshore wind projects and plans to expand its integrated power business in the country.
Between 2023 and 2025, TotalEnergies secured several offshore wind sites, including the 2 GW NordSee Energies 1 (site N-12.1), the 1 GW site N-9.1, and the 1 GW site N-9.2, as well as a stake in the 1.5 GW WindBostel Ost project through a partnership with RWE. It also holds rights for the 1 GW Ostsee Energies project at the O-2.2 site in the Baltic Sea.
