Estonia’s Consumer Protection and Technical Regulatory Authority (CPTRA) has awarded Oxan Energy, a French offshore wind developer, the auction for the Saare 1 area. The company plans to install up to 60 floating wind turbines with a total capacity of 900 MW.
Oxan Energy submitted a bid of EUR 1.32 million, matching the auction’s starting price announced this month.
With its partner SNOW, Oxan Energy will begin developing the offshore wind farm approximately 60 kilometers west of Saaremaa Island.

Oxan’s application outlines the use of up to 60 turbines with a combined capacity of 900 MW. The project will incorporate floating wind technology, with potential for hybrid use of floating and fixed-bottom technologies due to water depths of up to 85 meters.
The offshore wind farm is slated for commissioning in 2033.

In December 2024, CPTRA announced plans to relaunch a tender for the Saare 1 area, nearly a year after the initial auction concluded without any bids.
Companies that qualified for the auction included CI Estonia Wind GmbH & Co. KG, owned by German Luxcara, OÜ Utilitas Wind, and Oxan Energy.
In January 2025, Sunly Wind applied for a superficies licence with CPTRA for an offshore wind farm in the Saare 7 area. Concurrently, CPTRA invited competing applications, potentially leading to another auction.
