Clean Power Alliance Secures Major Solar and Storage Project in Tulare County
In a significant move towards enhancing California’s renewable energy infrastructure, Clean Power Alliance (CPA) has entered into a long-term power purchase agreement with Avantus, a prominent clean energy developer. This agreement will bring the Rexford 2 solar and battery storage project to Tulare County, providing 200 megawatts (MW) of solar power and 200 MW/800 megawatt-hours (MWh) of battery storage capacity.
Set to commence operations by May 1, 2029, Rexford 2 will supply CPA’s extensive green energy portfolio with renewable energy and essential services such as resource adequacy capacity and ancillary services. This 20-year contract promises fixed pricing, offering CPA customers financial stability and shielding them from market fluctuations.
“Rexford 2 is a sound investment in California’s clean energy future,” stated Lindsay Descagnia, CPA’s Vice President of Power Supply. “This project provides a fixed long-term price, helping protect our customers from energy market volatility while delivering renewable energy and battery storage that can help meet demand when it matters most. Just as importantly, it will create jobs and support economic development in a disadvantaged area of the state.”
The project is an expansion of CPA’s collaboration with the Rexford renewable energy complex, which already includes the Rexford 1 project operational since February 2025. Avantus, which has a robust portfolio of utility-scale renewable projects, continues to invest heavily in the western United States with this new venture.
Valerie Barros, Executive Vice President of Origination and Energy Markets at Avantus, emphasized the project’s broader impact: “California’s energy demand is growing, and we’re proud to develop and operate projects that deliver clean, reliable power. Together with Clean Power Alliance, we will strengthen the grid, bring high-quality jobs and local revenue to Tulare County, and provide affordable renewable energy that helps California meet its clean energy goals.”
Rexford 2 will contribute 200 MW of Resource Adequacy, utilizing its battery system to store solar energy for use during peak demand times. The facility aims to power approximately 84,000 homes annually and is expected to prevent around 210.2 million pounds of carbon dioxide emissions each year, equating to removing over 22,000 cars from the road or planting nearly 1.6 million trees for a decade.
The project is anticipated to generate roughly 500 construction jobs and 10 permanent positions, emphasizing local workforce development and economic support through capital investment, landowner payments, and tax income.
Positioned on previously disturbed land to minimize environmental impacts, Rexford 2 has already acquired essential permits and agreements, ensuring its viability and low-risk profile for CPA’s energy strategy.
