The Romanian Ministry of Energy has released a list of six potential offshore wind development areas for public consultation.
The designated areas could accommodate 11.5 GW of installed offshore wind capacity and are organized into three phases for development, covering short, medium, and long-term opportunities.
The initial phase includes three areas totaling 3.1 GW, aligning with Romania’s Energy Strategy goals from 2025 to 2035.
Last year, the Ministry initiated a study to identify offshore wind zones.
Details published on 22 July highlight that identifying these areas is crucial for launching investments and implementing the legal framework set by Law No. 121/2024 on offshore wind energy.
The process examined wind potential in the Black Sea, the marine environment’s geotechnical features, environmental impact, grid connection options, and compatibility with maritime activities such as navigation, fishing, and military operations.
The final sites for tender are subject to concession, authorization, and environmental assessment according to legal requirements.
The first three areas planned for concessions include a 1.9 GW offshore wind farm site and two 600 MW sites.
In the second phase, two areas with capacities of 1.8 GW and 800 MW could be auctioned.
The third phase proposes a zone with a potential capacity of 6 GW, suitable for both fixed-bottom and floating wind turbines.
