Pacifico Energy Korea, a U.S.-based offshore wind developer, has entered into a memorandum of understanding (MOU) with three Gwangyang Bay Area offshore wind suppliers in Jeonnam-Gwangju Special Metropolitan City. This collaboration aims to establish a local supply chain for the 3.2 GW Jindo Offshore Wind Project Cluster.
The agreement includes EEW KHPC, an offshore wind foundation manufacturer; KMC Line Co., Ltd., a marine logistics and offshore wind vessel operator; and CS Energy Co., Ltd., a supplier of key foundation components for offshore wind.
Under the MOU, these entities will combine their expertise for the development of the Jindo Offshore Wind Project Cluster.
Pacifico Energy Korea will manage investment and project oversight. EEW KHPC will provide offshore wind foundation components, including pin piles. KMC Line will handle marine logistics, transportation, and dedicated operations and maintenance (O&M) vessels. CS Energy will enhance technical and production capabilities for efficient manufacturing and supply of key components.
The parties plan to create a model to activate the Gwangyang Bay Area offshore wind supply chain, promote the Jeonnam-Gwangju offshore wind industry, and foster local talent. They also aim for long-term job creation and regional economic growth in Jindo County and surrounding areas.

Pacifico Energy Korea will continue partnering with local suppliers to establish Jeonnam-Gwangju as the Asia-Pacific offshore wind supply chain hub.”
The signing ceremony took place in Gwangyang in July, attended by Seung-Ho Choe, Pacifico Energy Korea; Deok-Han Kim, EEW KHPC; Seung Shin, KMC Line; Jun-Yong Park, CS Energy; National Assembly Member Hyang-Yeop Kwon; and representatives from Jeonnam-Gwangju Special Metropolitan City, the Gwangyang Chamber of Commerce and Industry, Yeosu Gwangyang Port Authority, Jeonnam Development Corporation, and Jeonnam Wind Power Association.
