The New York State Energy Research and Development Authority (NYSERDA) has launched a USD 300 million competitive solicitation to support maritime port development projects. These initiatives aim to enhance New York’s ability to support the offshore wind industry while serving multiple purposes.

The resulting projects from this solicitation are set to bolster the state’s working waterfronts and attract private investment in vital infrastructure, creating thousands of jobs in New York.

NYSERDA President and CEO Doreen M. Harris stated: “To continue expanding New York’s maritime and offshore wind sectors, we need ports that support multiple industries and technologies. This solicitation will promote port development for offshore wind projects and multi-purpose ports, ensuring stability and economic growth for New York.”

Through the Port Infrastructure Request for Proposals (RFP 6041), up to USD 300 million will be available for port upgrades, enhancing load-bearing capacity and wharf length to support offshore wind manufacturing, staging, and logistics.

Projects should deliver immediate value to New York State, foster partnerships and attract private investment. Ideal projects will commence quickly, leveraging New York’s skilled workforce while expanding supply chain opportunities long-term.

These investments aim to secure sustainable supply chain benefits, ensuring port infrastructure is resilient and multi-functional for manufacturing, assembly, logistics, or vessel repair. This will aid businesses in workforce retention and creating new jobs, supporting commercial activities and the offshore wind industry.

The solicitation includes multiple rounds until the USD 300 million is committed. Funding comes from New York State capital project appropriations for offshore wind ports, manufacturing, and supply chain infrastructure, repurposing USD 200 million from the 2024 Offshore Wind Supportive Manufacturing and Logistics solicitation (OSWSCRFP24-1).

Final proposals for the first round are due to NYSERDA by 3:00 p.m. ET on 26 March, 2026. Selected projects will be announced following the finalization of contracts.
