Philippines Set to Initiate Offshore Wind Auction in Third Quarter of 2025

The Department of Energy in the Philippines (DOE) announced that the fifth Green Energy Auction (GEA-5), focusing solely on offshore wind projects, will start in Q3 2025.

The GEA-5 aims to give offshore wind developers secure market access, ensuring long-term demand for their production capabilities.

DOE highlighted that it will guide stakeholders such as the National Grid Corporation of the Philippines, the Philippine Ports Authority (PPA), the Department of Environment and Natural Resources, the Philippine Coast Guard, and local government units.

“The launch of GEA-5 is set to spur offshore wind project development, enhancing the Philippines’ status as a renewable energy hub in the region. This auction will play a crucial role in providing direction for developers and stakeholders in the offshore wind sector,” stated DOE.

The initiative is anticipated to bring economic advantages, including job creation and growth in the renewable energy industry.

DOE will soon issue the Notice of Auction (NOA) and Terms of Reference (TOR), detailing the timeline and procedures for GEA-5 participation.

In April 2022, the World Bank and DOE launched the Philippines Offshore Wind Roadmap. This roadmap suggests that with robust governmental and policy support, the country could install up to 21 GW of offshore wind capacity by 2040.

In September 2024, DOE and PPA announced the transformation of three strategic ports to bolster the nation’s offshore wind industry. These include the Port of Currimao in Ilocos Norte, the Port of Batangas in Sta. Clara, Batangas City, and the Port of Jose Panganiban in Camarines Norte.

Several significant entities like Copenhagen Energy, BlueFloat Energy, and Corio Generation have shown interest in the Philippine offshore wind sector.

Copenhagen Energy and PGEC are building three floating offshore wind farms, including the 2 GW Northern Luzon, the 1 GW Northern Mindoro, and the 1 GW East Panay.

Corio Generation plans to create up to five offshore wind projects, totaling 3 GW, off the coast of Cavite, Batangas-Mindoro, Iloilo, and Guimaras through wind energy service contracts (WESCs) offering site exclusivity.

In June 2023, BlueFloat Energy revealed it had secured WESCs for four floating offshore wind project locations in the Philippines.
