The Maltese government has initiated its first public call for offshore wind development to pre-qualify potential developers for its upcoming tender stages. The selected developer will construct Malta’s inaugural floating wind farm, with an installed capacity between 280 MW and 320 MW.
On December 5, the government began the tendering process by issuing a pre-qualification questionnaire (PQQ). According to a consultation document from Malta’s Budget 2025 released in September, the PQQ was slated for publication by year’s end.
The floating wind farm, with a capacity of 280 MW to 320 MW, will be located beyond Malta’s territorial waters, within an area designated as Malta’s Exclusive Economic Zone (EEZ).
The published PQQ details the project and procurement process, allowing interested parties to demonstrate technical and financial capabilities. The Maltese government will shortlist the top five candidates, if more than five prequalify, for the next stage.
The following stage, the Invitation to Participate in Dialogue (ITPD), involves shortlisted candidates submitting initial proposals for discussion. Afterward, the Best and Final Offer (BAFO) phase will invite these candidates to submit detailed technical and financial offers, with binding offers considered only during this call, as per the PQQ documentation.
At the December 5 announcement in Fort St. Angelo, Malta’s Minister for Energy, Miriam Dalli, stated: “This project is crucial for energy generation and positive environmental impact, addressing Malta’s space limitations sustainably. Unlike past proposals, this project is meticulously planned.”
She added, “Malta is leading by uniting Mediterranean countries to achieve this principle.”
Prime Minister Robert Abela emphasized that the public call marks “a crucial step from words to implementation.” The project aims to enhance Malta’s energy diversification and boost renewable energy use.
“As technology evolves, our country is ready to shape a sustainable future,” said Robert Abela.
