Maine’s Energy Landscape Shifts Towards Solar Solutions
Maine’s Speaker of the House, Ryan Fecteau, is spotlighting the state’s escalating energy expenses and advocating for clean energy solutions. During his recent statewide tour, Fecteau emphasized the importance of diversifying the power grid through solar energy.
In a visit to Limestone, Fecteau toured solar arrays at the former Loring Air Force Base. These installations fulfill approximately 70% of the electricity needs for the town and its magnet high school.
“This is a great example of how communities can take charge and address energy challenges on their own,” Fecteau remarked.
Maine’s retail electricity costs have surged nearly 80% over the past ten years. Contributing factors include aging infrastructure and global market disruptions, particularly following Russia’s invasion of Ukraine.
The state has experienced the third-highest price increase nationally from 2014 to 2024, prompting legislative action.
In 2022, Limestone, along with the Maine School of Science and Mathematics, invested $425,000 in two commercial solar arrays on the former military base (read more).
Having cleared the purchase cost last year, the solar arrays provided combined savings of about $76,000 this year. Limestone benefited from a $40,000 reduction in electricity expenses, which contributed to a 0.2 mill rate decrease, helping to balance other budget hikes.
Town manager Ed Pocock commented, “Our mill rate went down this year in Limestone by a tenth of a mill, so if we didn’t have those two tenths, it would have [gone] up.”
Limestone is among the first municipalities in Maine to embrace solar power. Its water and sewer district has been predominantly solar-powered since late 2018.
The solar project on the Loring site, which generates over 362,000 kilowatt hours annually, was developed by The Power Company under a power purchase agreement with the Loring Development Authority, aiming to revitalize the former base.
State Democratic leaders have often cited this initiative as a model for other towns to reduce electricity costs and lower property taxes. In 2022, Democratic gubernatorial candidate Hannah Pingree visited the site after Limestone received a $50,000 grant for the project through the Community Resilience Partnership.
During his visit, Fecteau reiterated the significance of such initiatives. “I think a lot of people think of the solutions to our problems as only being in southern Maine and that there’s not innovation happening in other parts of our state,” he said. “Coming to Aroostook County is a prime example of the fact that we have some really awesome things happening in our state all across the state.”

Fecteau also emphasized the necessity of “community buy-in” for such projects, as some towns have imposed restrictions on solar developments due to local concerns.
Several municipalities in Maine have enforced bans or stricter regulations on commercial solar projects, including nearby Presque Isle, as developers rush to capitalize on state incentives.
Despite these challenges, Fecteau argues that solar energy, when developed responsibly, offers a viable solution to the state’s rising electricity costs. “Solar’s not going to be the solution to all of our problems. It’s not the one silver bullet, but it’s diversifying our portfolio in order to address the challenges we’re facing on the energy side,” he stated.
Fecteau’s “Lower Energy Bills” tour also included stops at Eastern Maine Community College in Bangor to observe clean energy job training and a business in Lisbon Falls demonstrating private sector clean energy use.
