Pittsburgh’s Rivers: A Complex Mix of Beauty and Challenge

While Pittsburgh is renowned for its sports teams and iconic sandwiches, the convergence of the Monongahela and Allegheny rivers forming the Ohio River stands as a defining feature of the city. However, the recreational use of these waters, particularly for swimming and fishing, is marred by ongoing challenges related to water quality.

Despite significant reductions in pollution since the city’s industrial peak, the complexity of maintaining the rivers’ recreational safety remains daunting. Dan Bain, an associate professor at the University of Pittsburgh, addresses these concerns in his article, “Should you swim in Pittsburgh’s rivers?” published in the Pittsburgh Courier.

The city has inherited an extensive network of sewer overflow points, releasing a mixture of stormwater and untreated sewage into the rivers during heavy rains, as noted by the EPA. The Allegheny County Sanitary Authority (ALCOSAN) reports that overflows can occur with less than an inch of rainfall.

“It’s a question of the sheer amount of infrastructure you have to overcome,” Bain stated in an interview with the University Times. The decentralized management of sewer systems across various boroughs complicates efforts to address the issue efficiently.

Bain’s observations are echoed by Pittsburgh Steelers player Gennings Dunker, who expressed uncertainty about swimming in the rivers, highlighting a common public sentiment. “I had to ask around if I could swim in the river. You’re not supposed to do that,” Dunker remarked.

Pennsylvania’s constitutional right to “fishable, swimmable waterways” is a standard not consistently met by Pittsburgh’s rivers, Bain emphasized. The EPA and Pennsylvania’s Department of Environmental Protection regulate contamination levels to determine safety for recreational use.

Progress and Setbacks

Bain acknowledges the substantial improvement in water quality since the decline of steel and coal industries. A stark contrast is evident in fish population surveys, which showed a significant increase in fish diversity and numbers between the early 20th century and 2010.

Nonetheless, challenges persist. Although infrastructure improvements and regulatory changes have marked victories, Bain underscores the need for continued efforts, including those anticipated from the Bipartisan Infrastructure Bill.

Community and Research Initiatives

Bain’s involvement with the Pittsburgh Water Collaboratory reflects a commitment to advancing water quality research and community engagement. Established in 2017, the collaboratory aims to bridge gaps between academic research and practical community needs.

“Since then, it’s kind of become a bigger and better force of nature here at the University,” said Megan Lange, the collaboratory’s engagement programs manager. The collaboratory collaborates with local organizations such as Three Rivers Waterkeeper to provide valuable research and resources.

Ongoing Challenges

Despite improvements, Pittsburgh’s rivers face challenges from sewer overflow points, rendering them “unswimmable” for two days following significant rain. This issue impacted the Pittsburgh Triathlon, which adjusted its format due to water quality concerns.

The legacy of industrial pollution, including contributions from abandoned mines and slag piles, continues to affect water quality. The state provides advisories on fish consumption to ensure public safety.

ALCOSAN’s efforts to reduce overflow events aim for completion by 2046, according to a consent decree. Bain remains optimistic about continued progress, citing the EPA’s steadfast role in regulating water quality standards.
