Renovating buildings can lead to substantial savings. A study suggests that households could save up to €900 annually. Given that 9.2% of Europeans may struggle to heat their homes adequately in 2024, energy-efficient renovations offer a robust solution to alleviate energy poverty.
Public buildings like schools, hospitals, and offices can also see reduced energy consumption and operational costs. Additionally, these renovations create local jobs in construction and the EU cleantech sectors.
Simple upgrades, such as installing new windows or insulation, can significantly enhance energy performance without extensive renovations.
Enhancing EU Energy Security
Reducing dependency on imported fossil fuels is crucial for energy security. Buildings are pivotal in achieving this, as 35.8% of the EU’s natural gas is used for heating.
By renovating residential and non-residential buildings, the EU can potentially decrease gas demand and imports by up to 60 billion cubic meters annually by 2040, a 60% reduction from 2024 levels. This approach bolsters Europe’s energy independence.

Progress in Energy Renovations
EU nations are crafting national plans to revamp both residential and non-residential structures by 2050.
For non-residential buildings, such as offices and schools, minimum energy performance standards will initiate the renovation of the poorest performing 16% by 2030 and 26% by 2033.
In the residential sector, nations must ensure a 16% reduction in average energy use by 2030, compared to 2020. The Recovery and Resilience Facility is aiding these efforts, funding renovations that encompass over 420 million m2 of residential space. This is expected to yield energy savings equivalent to the annual consumption of 1.2 million households and prevent nearly 4 million tonnes of CO2 emissions each year.
Zero-Emission Building Goals
From 2028, all new public buildings will adhere to zero-emission standards, extending to all new buildings by 2030. While existing buildings aren’t required to meet zero-emission levels, deep renovations can achieve this “gold standard.”
Zero-emission buildings rely on minimal energy, thanks to effective insulation, design, and clean energy sources. EU regulations will require new buildings to maximize their solar energy potential, with solar installations becoming mandatory for certain new permits from 2030 onward.
The gradual phase-out of fossil fuel boilers will begin in 2025, ending financial incentives for standalone fossil fuel boilers.
